Educate and Empower Organization (EEO) is fully committed to the safety, dignity, and wellbeing of all beneficiaries, staff, volunteers, and community members. EEO maintains zero tolerance for any form of abuse, exploitation, neglect, or harm. This policy aligns with the UN Convention on the Rights of the Child, Kenya's Children Act 2022, and international CBO safeguarding standards.

This policy applies to all EEO personnel including Board members, staff, volunteers, consultants, interns, visitors, and partner organisations acting on behalf of EEO in any capacity.

The following conduct is absolutely prohibited and will result in immediate disciplinary action:

• Sexual exploitation, abuse, or harassment of any person
• Physical, emotional, or psychological abuse of beneficiaries or colleagues
• Child labour or any form of exploitation of children
• Discrimination based on gender, age, disability, ethnicity, or religion
• Creating, sharing, or possessing exploitative material involving beneficiaries
• Engaging in romantic or sexual relationships with programme beneficiaries

EEO shall designate a trained Safeguarding Focal Person responsible for:

• Receiving, documenting, and triaging all safeguarding concerns
• Coordinating confidential investigations with appropriate authorities
• Liaising with the Department of Children's Services and other statutory bodies
• Delivering safeguarding training to all staff and volunteers annually

Any concern must be reported within 24 hours. Investigations commence within 48 hours. The accused shall be placed on administrative leave pending investigation. Survivors shall receive psychosocial support and referral to specialist services. All processes shall comply with Kenya's Children Act 2022 and relevant donor reporting requirements.
