Financial Management Policy
This policy establishes systems for responsible, transparent, and accountable financial management at EEO, in line with Kenyan accounting standards, NGO Coordination Board requirements, and international donor expectations as guided by the Council on Foundations.
- Annual budgets prepared by management and approved by the Board before each financial year
- Budgets directly linked to the strategic plan and annual work plan
- Budget revisions exceeding 10% of any line item require Board approval
- All programmes shall have activity-based budgets linked to outputs
Accounts held in EEO's registered name. A minimum of three authorised signatories shall be maintained; any two signatories are required to authorise withdrawals. Online banking requires dual authorisation. Monthly bank reconciliations reviewed by the Treasurer.
EEO shall maintain: cashbooks, payment vouchers with original receipts, bank statements and reconciliations, payroll records, statutory schedules, asset register, and donor-specific registers.
Reports: Monthly — management; Quarterly — Board; Annual — external audit. Accounts finalised within 90 days of year-end.
Maintained on an imprest basis, float not exceeding KES 10,000. All expenditures require original receipts. Reconciled weekly; replenished when below 25% of float.
